Cheyenne Soccer Club Rules
U6 and U8 Rules
LOCAL RULE APPLICABILITY
U-6 and U-8
(August 2003)
The soccer rules and laws of Cheyenne Soccer Club are generally those of the United States Soccer Federation (USSF) as modified or clarified by the following items.
1. Prior to the start of games, the President, Vice President, Equipment Director and Risk Management person will make the determination as to whether or not to begin games based on existing local weather conditions. During the duration of a game, the field supervisor coordinator in consultation with the referee will make the determination as to whether to suspend, postpone or cancel the game based upon field conditions and current local weather conditions.
2. Ungentlemanly conduct on the part of coaches, players or spectators is inappropriate and will not be tolerated. This includes criticism, threats, blame, yelling, humiliating, ridiculing, showing biases, taunting, racial comments and/or excessive celebration (i.e. a player is not allowed to remove his shirt in celebration.) Coaches shall be held responsible for the actions of any individual(s) at any match that, in the opinion of the referee, is a supporter of that team. Referees are required to submit a written report to Cheyenne Soccer Club, within 48 hours, after cautioning or ejecting a coach or player for misconduct.
3. Uniforms must be worn at all games. If weather warrants, the uniform can be worn over long-sleeved shirts, coats, etc.
4. All referee decisions, calls and judgments are final. All players, coaches, spectators are asked to please respect the referee's judgment on difficult calls and cooperate with him during the game. A unique feature of soccer is that the referee's decision is never to be questioned. Demeaning remarks about or by a player or a coach are not allowed. Sportsmanship is the name of the game and to be pursued at all times.
5. Please note that all field supervisor coordinators and supervisors are functioning on a volunteer basis. Please respect their decisions and express thanks for their interest.
SPECIAL RULES FOR U-6 AND U-8
A. FIELD OF PLAY: The size and markings of the fields have been modified to reflect the age and divisional participants playing on the field and the size/shape of the area available. For U-6's the field dimensions shall be 30 yards in length and 20 yards in width. For U-8's the field dimensions shall be 50 yards in length and 30 yards in width.
B. THE BALL: Size 3 balls will be used for U-6 and U-8.
C. LENGTH OF GAMES: Each division will play four quarters or two halves of equal length as follows: U-6 - 8 minutes X 4 quarters; U-8 - 20 minutes X 2 halves. Half time will be 5 minutes in length after which each team will change sides on the field. Time between the other quarters will be one minute. THE GAME SHALL BE TERMINATED, REGARDLESS OF TIME REMAINING, AT THE NEXT SCHEDULED GAME TIME.
D. PLAYERS: For U-6 the game is played by two teams, each having three (3) players on the field. For U-8 the game is played by two teams, each having four (4) players on the field. Substitutions are unlimited and accomplished on the fly. The coach simply calls the player being substituted for off the field. Once that player is off the field, the coach may send the substitute on the field. Permission from the referee is NOT REQUIRED.
E. PLAYER'S EQUIPMENT
1. Shirt with number (supplied by Cheyenne Soccer Club)
2. Stockings which cover shinguards.
3. Athletic shoes or soccer shoes (no metal cleats or shoes with single toe cleat).
4. Shinguards are required; socks must be worn over them.
5. A player shall not wear anything which is dangerous to another player or themselves. Pierced earrings and jewelry cannot be worn.
F. REFEREES: Each team provides a PARENT REFEREE for each game; only one referee on the field at a time, please.
G. THE RULES OF MICRO SOCCER:
1. The game is started with ball placed anywhere within the center circle. Players of the opposing team must be three (3) yards away when the kick is taken.
2. A goal CANNOT be scored directly from the kickoff. That is the ball must touch another player on the field of either team before going into the goal.
3. Goals can be scored from anywhere but the ball must pass below the cross-bar and between the goal posts for a goal.
4. There is no tripping, pushing, punching, holding or kicking an opponent. A player cannot pick up, hold, stop or propel the ball with his/her hands except for throw-ins. All infringements are punished by an INDIRECT KICK, i.e., the ball must touch another player on the field before it enters the goal. That player can be from either team. In other words, a goal CANNOT BE SCORED DIRECTLY FROM A FREE KICK.
5. Players of the opposing team must be three (3) yards away from the ball when a free kick is taken. During goal kicks, players of the opposing team must be behind the scoring line (see figure above.) (August 2007)
6. There is NO OFFSIDE in micro soccer.
7. Slide tackling IS NOT allowed.
8. There are no goalkeepers.

H. GAME DAY: U-6 teams will play each other in two 3 vs. 3 games simultaneously and on adjacent fields. The assistant coach or parent designated by the coach will cover one field and the coach will cover the other field. U-8 teams will play each other in two 4 vs. 4 games simultaneously and on adjacent fields. Players CAN go from one field to the other; however, the coach MUST INSURE EQUAL PLAYING TIME TO ALL PLAYERS
I. COMMON SENSE
1. In the Cheyenne Soccer Club tradition of fostering good sportsmanship and fellowship, at the end of the game both teams must line up at midfield and exchange congratulations to the members of the other team. Spitting on hands will not be tolerated
2. No league standing should be kept.
3. Publicity of games and results are discouraged.
THIS GAME IS FOR THE CHILDREN. LET THEM LEARN AND PLAY, BUT MOST IMPORTANT LET THEM HAVE FUN
ADDENDUM
Scoring: To increase each player's participation and to discourage goal-tending, i.e., a player standing permanently in front of the goal, an attacking team's goal will be DISALLOWED IF ALL ATTACKING PLAYERS HAVE NOT CROSSED THEIR OWN SCORING LINE
Player A, a member of the attacking team is in front of the scoring line when the ball goes into the goal. DECISION: GOAL All tacking players were in front of the scoring line.
Player A, a member of the attacking team is standing in front of the goal and behind the scoring line when the ball goes into the goal. DECISION: NO GOAL All attacking players were NOT in front of the scoring line.
U10 Rules

2. All players attending practice, acceptably cooperating with the coach, wearing the team uniform and arriving in time for the start of the game, must be allowed to play a minimum of one half of the game.
3. Slide tackling IS NOT allowed.
4. The goalie is to be protected at all times. Therefore, the goalie is deemed to have possession of the ball at any time a hand or finger is in contact with the ball. Kicking at the ball when in the goalie's possession is not allowed.
5. Ungentlemanly conduct on the part of coaches or spectators is inappropriate and will not be tolerated. This includes criticism, threats, blame, yelling, humiliating, ridiculing and showing biases. Coaches shall be held responsible for the actions of any individual(s) at any match that, in the opinion of the referee, is a supporter of that team. Referees are required to submit a written report to Cheyenne Soccer Club, within 48 hours, after cautioning or ejecting a coach for misconduct.
6. Either team may substitute on a throw-in, a goal kick, after a goal, at half time and for a player injury. There are no substitutions on a corner kick. Coaches are requested to have their substitutes ready to enter the field before calling for a substitution. Substitutes may not enter the field until beckoned on by the referee. (April 2001)
7. Duration of the game for and U-10 is two 25-minute halves (5-minute half time). All divisions shall change end of the field at half time only.
8. Size 4 balls will be used for U-10.
9. Size of the playing field shall be 60 yards in width by 40 yards.
10. Uniforms must be worn at all games. If weather warrants, the uniform can be worn over long-sleeved shirts, coats, etc. The goalie must wear a different colored shirt or sweatshirt. Shinguards are required; socks must be worn over them.
11. All referee decisions, calls and judgments are final. All players, coaches, spectators are asked to please respect the referee's judgment on difficult calls and cooperate with him during the game. A unique feature of soccer is that the referee's decision is never to be questioned. Demeaning remarks about or by a player or a coach are not allowed. Sportsmanship is the name of the game and is to be pursued at all times.
12. The minimum number of players on a team to start a game shall not be less than five (5). Less than five (5) players will constitute a forfeiture. A coach will not be able to use more players should the opposing team be unable to field a full team consisting of six (6) players. The opposing team shall play with an equal number of players as compared to the team short players (between 5 and 6). A team playing short shall be allowed to add players as the game progresses when new players arrive. The coach should notify the referee of newly arriving players, who will then permit the addition of players as play allows for substitutions.
13. Goalie changes can be made during stoppages of the game. The referee shall be notified by a player or the coach.
14. The referee shall keep a record of the game (goals scored) and act as the timekeeper. Time is continuous in all Cheyenne Soccer Club games except for prolonged stoppages for injury, field equipment problems, etc.
15. If a player is ejected (red carded) from the game, then the ejected player's team shall play short for the remainder of the game. A player receiving a red card cannot play in or attend the next scheduled game. If a player receives two red cards, there will be a 3-game suspension; if three red cards are received, the player will be suspended for one season.
16. If a game is called by the referee after the start of the second half due to weather, then the game shall count as a full game and will not be rescheduled.
17. A referee shall have the discretion to stop, suspend and/or terminate a game whenever, by interference by spectators or other cause, he deems such stoppage necessary.
18. There will be no offsides in the U-10 age group. (April 2004)
19. USSF rules concerning throw-ins, offside, fouls/misconduct and penalty kicks are to be appropriately enforced by all referees for U-10 through U-19. (April 2004)

Adult Rules
LOCAL RULE APPLICABILITY
Adult Soccer

The soccer rules and laws of Adult Cheyenne Soccer Club Soccer apply to both competitive and recreational leagues, except where explicitly clarified. These laws are generally those of the United States Soccer Federation (USSF) as modified or clarified by the following items.
Sportsmanship
1. Ungentlemanly conduct on the part of players, team captains or spectators is inappropriate and will not be tolerated. This includes criticism, threats, blame, yelling, humiliating, ridiculing and showing biases. Team captains shall be held responsible for the actions of any individual(s) at any match that are on or cheering for their team. Referees are required to submit a written report to Cheyenne Soccer Club, within 48 hours, after cautioning or ejecting any player for misconduct.
2. All referee decisions, calls and judgments are final. All players, team captains and spectators are asked to please respect the referee's judgment on difficult calls and cooperate with him during the game. Demeaning remarks about or by a player, spectator or team captain are not allowed. Sportsmanship is the name of the game and is to be pursued at all times.
3. A referee shall have the discretion to stop, suspend and/or terminate a game whenever he deems such stoppage necessary due to bad sportsmanship or interference by spectators. In such cases, the game will not be rescheduled.
4. If a player is ejected (red carded) from the game, then the ejected player's team shall play short for the remainder of the game. A player receiving a red card cannot play in or attend the next scheduled game. If a player receives two red cards, there will be a 3-game suspension; if three red cards are received, the player will be suspended for one season.
5. A player is allowed one yellow card per game as a warning. Two yellow cards during one came equate to a red card, and require the same disciplinary results as if a red card had been issued.
Playing Rules
6. Prior to the start of games, the Director of Adult League, the President of Cheyenne Soccer Club, Equipment Director or Risk Management person will make the determination as to whether to begin games based on local weather conditions. During the duration of a game, the field supervisor coordinator in consultation with the referee will make the determination as to whether to suspend, postpone or cancel the game based upon field conditions and current local weather conditions.
7. If a game is cancelled at the end of the first half, then the game shall count as a full game and will not be rescheduled.
8. A player must be at the age of 18 or older and out of high school. Players are only allowed to play in one division.
9. Number of Players: competitive league teams are each allowed up to 6 players on the field at one time. For recreational league, each team may have up to 8 players on a field at one time.*
10. The minimum number of players on a team to start a game shall not be less than four (4) for competitive league and six (6) for recreational league. A team with less than four [ROSTERED] players (six for rec. league) after 10 minutes of the scheduled game start time may borrow players of the same division from the other teams in order to play the game. Borrowed players may not reflect short players on the team in which the team was borrowed. Referees should remain at the games for teams who have the previously mentioned number of players - even if borrowed from other teams. A team playing short shall be allowed to add players as the game progresses when new players arrive. The captain or player of that team should notify the referee of newly arriving players, who will then permit the addition of players as play allows for substitutions.*
11. For recreational league, each team must have at least 3 female players on the field at all times during a game. If a team does not have 3 female players on the field, the team must play one person short for each of the 3 female players that is missing from the field.
12. For each game, each player must prove to the referee that he has paid Cheyenne Soccer Club dues for the season. Each referee will be given a team roster to check players in. If the referee discovers a player on the field of play who has not paid, the referee may cancel the game.
13. Uniforms must be worn at all games and must be the same. If weather warrants, the uniform can be worn over long-sleeved shirts, coats, etc. The goalie must wear a different colored shirt or sweatshirt than that of their team and the opposing team. Shinguards are required; socks must be worn over them. Cleats must be soccer style (without a front toe cleat).
14. Either team may substitute on a throw-in, a goal kick, after a goal, at half time and for a player injury. There are no substitutions on a corner kick. Teams are requested to have their substitutes ready to enter the field before calling for a substitution. Substitutes may not enter the field until beckoned on by the referee.
15. Duration of the game: both divisions will have two 25-minute halves (5-minute half time).
16. Slide Tackling is not allowed.

25. The home team, the team which is listed first on the left side of the schedule is responsible for the set up and take down of their field. This includes flags and trash.
